The specific mark of Sandzak is its religious and cultural diversity. The majority of population is comprised of Sunni Muslims and Orthodox Christians. Serbia and Montenegro are predominantly Orthodox Christian countries. Introduction / Definiton: Sandžak is the name given a region in Serbia and in Montenegro between the borders with Bosnia and Herzegovina and Kosovo. The name Sandžak is based on the Ottoman term sanjak for flag and region and refers to the Sanjak of Novi Pazar, a region within the Ottoman Empire. Sandžak today does not exist as an administrative region within Serbia or Montengro, but This is the political atmosphere the government has created in the run-up to the September 24 elections for the Yugoslav president and parliament, as well as for municipal assemblies in Serbia.

The Sandzak question rose in importance in the period of the Yugoslav crisis, when new national questions were opened in republics became independent. On the 11th of May 1991, the Muslim National Council of Sandzak (MNVS), which was in 1993 renamed into the Bosniac National Council of Sandzak (BNVS), was formed. Between 25 and 27 October 1991, the MNVS organised a referendum for the autonomy of Sandžak asking Muslims whether they were in favour of "full political and territorial autonomy" of the region and its "right to join one of the sovereign republics", presumably Bosnia and Herzegovina.
